Law Commission report on
electoral reforms

Law
Commission headed by Justice A. P. Shah submitted its 255th report on the issue
of electoral reforms.
2)
It
has recommended that newspaper advertisements on the
eve of elections be banned.
3)
The commission wanted Independent candidates to be barred from
contesting elections.
4)
The report also wanted paid news to be made an electoral offence
leading to disqualification.
5)
The ban on broadcast of election matter 48 hours prior to an
election was restricted to the electronic media now, the commission recommended
such prohibition for the print media also.
6)
The report recommends regulating opinion polls and making
disclosures about the methodology mandatory.
7)
The commission stopped short of recommending state funding of elections
or limits to political parties’ expenditure on elections, recommended several changes
to election funding legislation.
8)
The report recommends making it mandatory for all parties to declare
donations of even less than the current Rs. 20,000 limit, if the total of such
contributions adds up to Rs. 20 crores, or makes up 20 per cent of the party’s
income, whichever is lower.
9)
The commission criticised compulsory voting, recently introduced
during local elections in Gujarat, and did not support the right to recall or a
move to proportional representation.
10)
The report recommended measures to strengthen the Election
Commission and for a collegiums or selection committee, to appoint
commissioners.

Kolpak player
1)
A Kolpak player gives up the right to play for his country, but may
return to international cricket at the end of his contract.
2)
Zimbabwean cricketer Brendon Taylor has signed up for
Nottinghamshire as a Kolpak player for three years.
3)
The game with India in Auckland, in the ongoing cricket world cup,
could be his final appearance for Zimbabwe.
